Strategic support and digital restructuring for a B2B company specializing in centralized and outsourced procurement for the Ministry of Defence

Consulting and audit of an information system

Key elements

• Challenge: A major B2B player specializing in centralized and outsourced procurement for the Ministry of Defence was experiencing delays in the launch of its e-commerce platform due to its service provider, as well as a lack of internal management. The absence of a strategic vision and key in-house skills was slowing the company's digital transformation.

• Solution delivered: A 360° audit was conducted, with a particular focus on the client's information system (the B2B platform), including a contractual analysis of service-provider commitments, in order to develop a short- and medium-term strategy for the company's entire information system. The engagement also included support in recruiting an IT Manager to ensure the long-term sustainability of the new governance model.

• Results: Information system mapping, assessment frameworks for all its components, securing the B2B platform, implementation of a three-year budgeted roadmap, and definition of the target profile to recruit.

• Next steps: Recruit an expert profile (IT Manager focused on Digital Customer, data/software architecture, B2B, logistics and security) to lead the execution of the defined strategy and begin the transformation.

Context and challenges

The B2B platform project, a cornerstone of the company's growth strategy, was experiencing significant delays, putting commercial commitments at risk. This situation revealed deeper weaknesses: a siloed information system architecture, poorly structured internal processes and critical dependence on a service provider whose responsiveness and anticipation were no longer aligned with the commitments made to the Ministry of Defence.

The challenges were multiple. The objective was both to secure the time-to-market of the sales platform and to establish genuine information system governance (financial IS, sales IS, Data IS, logistics IS, infrastructure and office IT, etc.), whose performance is equally critical. Monitoring quality KPIs is particularly central to maintaining the ISO and EN certifications required for our client to remain authorized to operate for its customers.

Choice of partner and solution implemented

Faced with these challenges, Codéin was selected for its ability to combine technical expertise with information system urbanization consulting. The solution was not solely software-based; it relied on a rigorous analytical approach to identify risk areas and modernization opportunities.

The engagement was structured around three main areas:

1. Contractual and operational audit: Analysis of service-level commitments (SLAs) and data ownership.

2. Application mapping: Assessment of the technical maturity of each component (ERP, CRM, logistics, Data).

3. Strategic alignment: Risk analysis across various domains and definition of an IT Master Plan.

Project timeline

The engagement followed a timeline designed to encourage strategic perspective and rapid decision-making.

• Immersion and interview phase: We began by meeting all stakeholders (management, business managers, service providers). This phase made it possible to observe operational realities, analyze the existing software and documentation landscape, and identify organizational friction points.

• Information system assessment and scoring: Each component of the information system was assessed using a SWOT framework (strengths, weaknesses, opportunities and threats). This work made it possible to prioritize initiatives according to their potential return on investment (ROI).

• IT Master Plan design: Following forward-looking analysis and the identification of strategic development priorities and objectives, we developed a digital plan formalizing projects over three years, including schedules and budgets covering both required investments and human resources.

• HR support: Recognizing that people are central to technical success, Codéin defined the ideal profile to lead the transformation and participated in the recruitment process for an IT Manager, with key expertise in Data and software architecture, B2B, logistics and security.

Results and next steps

The benefits can be measured at several levels:

• Strategic level: The digital plan enables project prioritization based on a shared target vision, reduces gaps between business expectations and the tools provided, and shifts management from reactive to proactive, benefiting both the client and the technical service providers responsible for development or maintenance projects.

• Digital maturity: The information system is now regarded as an essential component of the company's strategy, and its importance is shared across all teams.

• Contractual security: Internally, with the objective of maintaining the ISO and EN certifications required for the client's operations, and with its service providers through mirrored commitments.

• Human resources: Recruiting a dedicated IT Manager ensures the sustainability of the vision initiated by Codéin while reducing excessive dependence on external service providers.

Implementation of the digital plan will begin with Phase 1, focused on securing the client's operations: harmonizing data flows, supporting the migration of the logistics tool (WPM), and securing the availability of the B2B platform (monitoring, metrology, Disaster Recovery Plan, Business Continuity Plan).

Best practices

• Maintain a cross-functional view: Never audit a technical component (such as an e-commerce platform) without understanding its interactions with the rest of the information system (ERP, logistics).

• Involve all employees in information system challenges to encourage buy-in around a shared project and limit the use of shadow IT.

• Prioritize by business value: Rank technical actions according to their direct impact on service continuity, growth and company productivity.

• Bring key skills in-house: The information system should be managed internally, especially when it is the cornerstone of the company's operations.

Points of caution

• Do not underestimate the importance of information system governance and move from reactive management to anticipatory and proactive management.

• Intellectual property: Systematically review the contractual clauses in your agreements and ensure the proper transfer of intellectual property rights for developments carried out by your service providers.

• Project management: Ensure that KPIs and regular review meetings are in place with your service providers in order to anticipate delivery delays or scope deviations. Regularly conduct penetration tests (pentests), performance tests and code audits to ensure application quality across several dimensions: maintainability, scalability, performance and security.
